Dear U.S. Consulate General in Hong Kong,

I am writing as a concerned citizen of Hong Kong to share my perspective on the Basic Law Article 23 Legislation. In my view, this legislation poses a significant threat to human rights in Hong Kong. It empowers law enforcement to detain individuals based on arbitrary suspicion, undermining fundamental rights. Additionally, the legislation promotes a culture of surveillance and encourages citizens to report dissenting views, eroding trust within the community. I believe that this law has fundamentally altered the social fabric of Hong Kong.

I would like to highlight Secretary for Justice Paul Lam Ting-kwok as a key proponent of the Basic Law Article 23 Legislation. I respectfully urge for his inclusion in the OFAC Sanction List as a measure to address these concerns.
