聯合國人權事務委員會促香港政府廢除《國安法》及「煽動罪」聯合國人權事務委員會發表新一份香港人權及當局履行《公民權利和政治權利國際公約》狀況的報告，以強硬措施敦促香港政府廢除《國安法》及「煽動罪」。報告指委員會留意到香港的執法部門有過份解讀《國安法》的情況，令法律條文定義過闊。委員會亦敦促香港政府勿再侵害港人應有的結社自由，並對大量公民組織因面對《國安法》壓力而被迫停運表示深切關注。
報告重點包括：《公民權利和政治權利國際公約》應適用於香港所有本地立法及法律，包括《港區國安法》。(第5段)
香港當局對《港區國安法》的解釋及應用過於寬泛（第12段），委員會要求香港當局採取具體措施，廢除現行的《港區國安法》，期間停止執行該法律。(第14段)
香港當局亦應廢除《刑事罪行條例》中的「煽動罪」，並避免利用該條例打壓反對聲音。(第16段)
香港當局應採取有效措施，杜絕執法人員過份使用武力行為的情況（第20段），並適當地調查對警方行為不當或濫用權力的投訴（第22段）。
香港當局應就《港區國安法》執行情況、言論自由及結社自由提供後續資料。(第54段)
UN Human Rights Committee urges Hong Kong government to repeal the National Security Law and Sedition under the Crimes OrdinanceThe United Nations Human Rights Committee has released a new report on the human rights situation in Hong Kong regarding the International Covenant on Civil and Political Rights (ICCPR). It urges the Hong Kong government to repeal the National Security Law and the offence of Sedition under the Crimes Ordinance. The report noted that Hong Kong's law enforcement has over-interpreted the National Security Law, resulting in an overly broad definition of the law. The Committee also urges the Hong Kong government not to infringe on Hong Kong people's freedom of expression and freedom of association. The committee expressed grave concern that a large number of civic organisations have been forced to suspend their operations under the pressure of the National Security Law.
Highlights of the report:The Covenant should prevail over local legislation and laws applicable in Hong Kong, including the National Security Law. (para 5)
There is an overly broad interpretation of and arbitrary application of the National Security Law (para 12) and asked Hong Kong to take concrete steps to repeal the current National Security Law and, in the meantime, refrain from applying the Law. (para 14)
Hong Kong should also repeal the sedition provisions of the Crime Ordinance and refrain from
using them to suppress the expression of critical and dissenting opinions. (para 16)
Hong Kong should take concrete measures to effectively prevent and eliminate all forms of excessive use of force by law enforcement officers (para 20) and conduct proper investigation into complaints into misconduct or abuse of power by the police (para 22).
Hong Kong should provide follow up information on the implementation of the National Security Law, Freedom of expression, and freedom of association. (para 54)
