港僑會創辦人 鄭文傑 (Simon Cheng) 接受英國政治時事週刊《旁觀者》Cindy Yu 訪問，就來英港人議題及狀況闡述如下：

１）移英港人雖然整體而言仍屬具競爭力的移民人口，但有別過往，此波移民潮的背景更為基礎、廣泛及多元；

２）移英港人仍會遇到其他移民群體普遍遇上的挑戰，英國的社會信用紀錄系統對缺乏在地履歷的新移民構成一定障礙；

３）有別過往單純的經濟移民，近年的移英港人的心態及政策具政治背景，對英國的政治、外交、國安議題更具深遠影響力，而社區安全、心理創傷及信任斷裂將是突出問題，英國政府及社會將從移英港人群體開始體驗到「港區國安法」域外效力及「新冷戰」格局下對英國整體社會的負面衝擊；

４）移英港人正從被動受助的移民、難民等刻板標籤中轉變成英國事務的主動參與者、領導者，社區融入的命題產生質的轉變，香港的經驗豐富了英國的內涵；

５）我們需要摒棄「好／壞移民」的二元標籤，作為社區、協會的角色，正視弱勢社群與主流同應屬一個整體而被聽見，「移民、難民」與「本地人」應視同一個整體而被看到，才能消弭「尋求協助即是軟弱」的污名，不被「邊緣化」而成社會隱患，實作為社區融入的重要一步。

On The Spectator, Cindy Yu speaks to Hong Kong activist Simon Cheng and Reverend David Ho Young about the thousands of migrants who came to Britain following Beijings clampdown. Why do we know so little about them?

Simon Cheng had elaborated on the issues and situation of Hongkongers coming to the UK as follows:

1) Although Hong Kong migrants to the UK are still a competitive population overall, they are still quite different from the past. The background of this wave of immigration is more basic, broad and diverse;

2) Hong Kong people immigrating to the UK will still encounter challenges that are common to other migrant groups. The UK’s social credit system poses certain obstacles to new comers who lack local experiences;

3) Different from economic migration in the past, the mentality and policies of Hong Kong migrants to the UK in recent years have a pro-democracy aspiration under a political background, this exerts a more profound impact on British politics, diplomacy, and national security issues;

4) Community safety, mental trauma, and trust breakdown are significant issues. Through the Hong Kong diaspora, the British government and society start to experience the extraterritorial effect of the "Hong Kong National Security Law" and the negative impact on the overall British society under the "new cold war" pattern;

4) Hongkongers in the UK are transforming from being passive recipients of social support under the stereotyped labels as migrants and refugees to active participants and leaders in communities and professions in the UK. The proposition of community integration has undergone a qualitative change. Hong Kong’s element has enriched the connotation of United Kingdom;

5) We need to abandon the binary label of "good or bad migrants". As communities and associations, we must recognise that disadvantaged groups and the mainstream should be heard as one, and "migrants", "refugees" and "locals" should be treated as a whole, so we can eliminate the stigma that "asking for help is a sign of weakness" and avoid being "marginalised" and becoming a social hazard, this is an important step in community integration/ inclusion.
